Early Christian writers (Who were Roman citizens, though likely either ethnic Greeks or Egyptians) attempted to rehabilitate Pontius Pilate and Rome. Once the Roman emperors had converted, this was institutionalized and the Jews were chosen as a scapegoat instead of the Romans. The Church eventually regretted that decision (Obligation to protect Jews but can't stop those not trained in religion from killing them) but that's why Jews are blamed.

It is more likely the Jewish slaves were telling Roman governors who to kill.
