Require ALL guns to be registered.
Put a buy back scheme in place for any one who no longer wishes to own a gun or register their current guns.
Have a database of fired rounds from every gun registered.
Make the penalty for being caught with an unregistered gun life in prison.
Let people own whatever they want aside from the current full auto restrictions, if their gun is used for criminal activities they will be caught, more people legally carrying means less crime.
The gang banger issue will solve itself over time as more guns are collected and more thugs are put into prison.

The only problem with your "plan" is there are no restrictions with automatic weapons. It's just a matter of getting the permits required.

Registration is not needed. Enforce the laws already in place. Buy-back? You mean you cant sell firearms to FFL's already - You can, this would do nothing except cost the tax payers.

Registration IS needed, then you can keep a handle on how many guns are out there in who's hands and committing what crimes.
The guns would be bought back at their recycled value so no net loss.

No, criminal records are restrictions. Anyone can get an FFL / Class III as long as their criminal record isn't damaging, and they have the appropriate funds.

So for your average person having to spent $30,000 to be able to own a $400 automatic and have a clean criminal record isn't restricting?

$400 automatic? I'd apply for an FFL right now if that was the price of automatic weapons.. lol.
Lets just say automatic weapons are down payments on houses, and are babied like hell.

The license itself isn't expensive, the guns are. The average American doesn't have a clean enough history to go through the process without appeals.

In places with no restrictions they are $400, if that.
So as a said, leave current restrictions in place ;)

Doesn't sound too unreasonable to me, I'd only ever agree to such a policy if it included better constitutional protections for the right to bear arms as it is, as to ensure that this never leads to confiscation.

Of course, there would be constitutional protections outlining these laws and the rights of the people to own fire arms.
I wrote this looking at it objectively with illegal arms being the main issue.

Alright, I'd get on board.

Would you require any training or safety classes before someone is allowed to buy a gun? Would you allow said gun owners to carry (hand)guns on their person for self-defense? If so, would you require a license, or would anyone who simply owned a legally registered gun be allowed to?
