if anything i'd leave the undertones at full opacity and play around with opacity with the strands themselves. if you have enough strands then you won't be able to see the undertones, and they will just fill in the blank spaces of the strands. i prefer 1-2px width strands though cuz i'm a freak obviously :D.
when illustrator wasn't exploding my computer, i found that vexeling/shading skin was slightly easier in illustrator, but doing the hair was insanely easier/more efficient in photoshop, but to each his own. and oh lordy, why'd we have to bring that vexel out! it's anything but perfect. i can pick out like 10 things right now that make me cringe when i look at it.
