I installed D2 on windows vista put under XP, and 256 colors, running the video test, but the 2D draw not working and the game does not start, what should I do?

I Turn off security center, "Run as administrator" is not active.

When you start D2, do you see a small black square in the top left corner of your screen?
Rightclick Diablo II icon -> Properties -> Compability Tab -> put a check on "Disable Desktop composition".

See if that helps.
Otherwise you could run it using Direct3D, run Vid test again.
