Decided to make my build puplic since on the realm i'm playing precast is not allowed anyways.
This build allows you to have a lot of mana without using very expensive, perfect, impossible rare items.
There are better setup possible for example with an orb (more damage / more mana) but I want to describe the cheapest one.

Trang-Oul's Guise (Perfect Sapphire)

Defense: 257

25% Faster Hit Recovery
Replenish Life +5
+80-100 Defense
+188 To Mana
Attacker Takes Damage of 20

+75-100 Defense
Requirements -40%
Cannot Be Frozen

Spirit 35 Fcr / 112 mana
Enigma

Since 95% es sorc's aren't in need of alot stacked resis i didn't take any % res jools, but of course you are able to use them if you want.

20 Meteor
20 Mastery
20 Tk
1 Teleport
1 Warmth
Rest in Energy Shield (precast to 95)
(ench / chilling armor from memory)

Stats:

105 Fcr
86 Fhr
75 Frw

Pros and Cons:

+ very cheap
+ very stylish
+ very uncommon
+ canot be frozen
+ 75 + frw
+ 6k + mana

- expensiv gear might be better
