Old guide from way back than which I couldn't finish due lack of the needed information and time.

Image pretty much explains everything, there might be some minor errors but I can't seem to find any at the moment.

For example if 90% EE at level 30 doesn't show up, you will just have to pick up the stats of 100 and 90 area, divide into 2. (100 - 80 / 2 = 90)

For those that has no knowledge of maths and after watching this image saying "WTFEK IS THIS?!?!?"
-- Example: If you have a tier V (10) item with 80% EE, that item has the same power as a 12,5% EE tier VIII (25) item.

Most people probably want a fast image / pre-made calculations because I know people who see numbers will fall instantly to the "world of doomed by numbers".
